Would any of you be able to join the Cohousing (and larger neighborhood) folks at the state house tomorrow? Walter Kassel and Alexander Kepner will have scores of postcards (and pehaps some for you to sign) asking our Governor and our Legislature to stop the ethanol train from passing through all of these densely populated communities within Route 128. Moreover, there is a meeting with Marjorie Decker to discuss the status and strategy of the protest effort. I want to go, but may not be able to get out of a conflicting meeting. It would be nice to have someone from our neighborhood. I wanted to update you on the ethanol train issue. I have been working closely with State Representative and City Councilor Marjorie Decker to prevent Fortune 500 company Global Partners from running approximately 60 rail cars carrying ethanol through our community. In the past few weeks, I have attended several community meetings organized by her office with the hope of maximizing support to stop this plan. Having met with Representative Decker and her staff, I am now reaching out to you to join the efforts. Ethanol is a highly flammable and volatile chemical, and poses a significant danger to our family and friends. It is unable to be extinguished with traditional firefighting equipment, and would require our cities to invest in costly alcohol-resistant foam none of which would be paid for by the multi-billion dollar corporation. Global¹s proposal would transport this substance along four different routes two of which pass through Cambridge to their ethanol blending site in Revere. These trains would pass through areas laden with schools, homes, and local businesses, making the prospect of a derailment, explosion or other accident even more alarming. Our legislative delegation has been working extraordinarily hard to do everything they can from stopping this plan from being put in motion. Currently, a joint conference committee on the 2014 budget is considering the inclusion of a Senate amendment to prohibit the Department of Environmental Protection from issuing a Chapter 91 license to any facility blending more than 5,000 gallons per day in an area within one-mile of densely populated, urban areas. As Global would be transporting potentially 2 million gallons of ethanol daily, this would stop the company in its tracks. Representatives Decker, Toomey, Rogers, and Hecht, along with Senators DiDomenico and Petruccelli are working with other local leaders in Revere, Everett, Chelsea, Somerville, Watertown, Belmont, and surrounding communities to fight Global¹s plan. I encourage you to talk to friends, family, and co workers and encourage them to contact their elected officials. This is not just a Cambridge issue these tracks pass through numerous towns and neighborhoods, and the legislature needs to hear from others outside of Cambridge. Just this morning, I had the opportunity with Representative Decker to meet with a member of the conference committee to help support our efforts to stop Global Partners. Please join with me to support our representatives and ensure our community remains a safe by contacting members of the conference committee to advocate for the support of the Senate Amendment. Apartment in Berlin

Back in the day, we purchased a small apartment there which had been rented continuously since our return to the states in 2005. Currently, the ethanol for that facility arrives by barge after being shipping by train through Pittsfield, Springfield, Worcester and then dipping South to Providence. There are four potential routes through parts of Massachusetts to the blending facility, two of which go through Cambridge- one on the Grand Junction Line in the Eastern part of the City and the other on the Fitchburg line through the Northern part of the City. Global could use whichever tracks it felt best met the needs of any particular shipment. While MassDOT has conducted a safety review for the half-mile area on either side of the trackes (that’s the evacuation area for an ethanol accident), has made a number of local presentations and has a whole list of suggested safety procedures ranging from getting foam tenders and training firefighters to improving track safety, the Agency has not gone so far as to say it is an unacceptably dangerous idea. Given the risks associated with ethanol transport combined with the density of Cambridge and surrounding towns, both in terms of people and property values, there are significant public safety concerns about this project. My feeling is that the DOT staff felt they were told to review safety issues for a proposal they had no ability to stop, given Federal primacy over local laws and regulations, and they did their best to come up with an honest assessment of what they thought were the safety implications and relevant ways to address them. During various public discussions, local residents have expressed concern about how close the railroad cars would come to their homes (in some cases about 30 feet or so), about who would pay for safety preparations like the foam and tenders (not Global), about environmental justice issues associated with populations near the train track, about the privatization of profit versus the socialization of risks, about how much insurance Global has, what the traffic impacts of a train this long would be and how that would impact emergency response, how the MIT nuclear reactor by the Grand Junction line impacts the safety review and so forth. The questions and concerns have all been good, but the DOT staff has not really had any answers. At this point, because federal primacy associated with railroads keeps local governments from stopping shipments of dangerous cargo such as ethanol , the only way for the State to impact this transport proposal is to impact the facility itself. If the facility can’t blend the ethanol, there would be no reason to ship it there by train. Hence, there is a state budget amendment proposal to limit the ability of the facility to get the permit it needs under the state law governing tidelands. This has to do with tidelands because it would prevent the issuance of a Chapter 91 license, which is a DEP-administered permitting scheme to protect wetlands and water ways. It has to do with tracks because what Global is specifically seeking a Ch 91 license to do is build new tracks on coastal land to bring a larger volume of ethanol to its blending/storage facility. By preventing the building of the new tracks, we eliminate the possibility that that larger volume of ethanol will travel to Revere along the tracks in Cambridge and other communities in the area. Rather than summarize all this in a letter to relevant state politicians, State Representative Jon Hecht and State Senator Will Brownsberger suggest you send a note along the following lines to the people listed below: “Please agree to include in the budget conference report Section 71A of the Senate budget, which would prevent the issuance of Chapter 91 licenses for large ethanol facilities in densely populated parts of our state.” Feel free to dress it up as nicely as you wish, but make sure your letter includes that language. It should be sent to the House budget conferees in the immediate future. The conference committee will hold its initial meeting today (6 June). The decision whether or not to include this amendment will be made quickly, certainly in no more than a week or two. People's voices need to be heard right away.
