Porter Square Neighbors Association April 18, 7-9 PM Lesley University Hall 1815 Mass Ave, Auditorium 2nd Floor Putting the Affordable Housing Overlay District and Real Estate Transfer Tax Proposals in Context With the proposed affordable housing overlay and a possible home rule petition for a real estate transfer fee for affordable housing getting so much attention, PSNA (in coordination with ANC (Agassiz Neighborhood Council) and ACN (Association of Cambridge Neighborhoods) has put together a program that will provide background on these issues (Q & A and discussion included!). The purpose of this program is to provide information that members may find useful in reaching their own conclusions. Our panelists are not joining us to "present" the proposals; instead, they will try to put what exists now and is being proposed into a factual context. James Stockard is an expert in affordable housing and community development, teaching at Harvard, MIT and Tufts, consulting with nonprofits and public agencies around the country, and co-authoring a book on affordable housing. Jim has served as a commissioner of the Cambridge Housing Authority for 30 years (including 6 terms as chair), and is a founding trustee of the Cambridge Affordable Housing Trust Fund. Jim can provide a deep dive on how affordable housing projects are funded and developed. John Tittmann is partner at Albert, Righter & Tittmann Architects in Boston, and past president/former board member of the Congress for New Urbanism/New England Chapter. "New Urbanism" focuses on human-scale design. John can explain how "form based" codes (part of the affordable housing overlay proposal) work and how they are different from conventional zoning. Larry Field is Deputy Director of the Massachusetts Smart Growth Alliance. The Alliance consists of nine policy organizations working to promote healthy and diverse communities, to protect critical environmental resources and to advocate for housing and transportation choices. Larry will moderate the program and update us on the various real estate transfer fee proposals being considered on Beacon Hill.

Dear Neighbors, Liveable Cambridge has one perspective on the future of our community. I have recently joined A Better Cambridge, a group that has a different perspective, one that I believe is more in tune with my commitment to the environment and to preserving Cambridge as a diverse community in which those who are not upper class have a place. I have lived in the Bay Area and saw what happened when the perspective of groups like Liveable Cambridge held sway. Nothing new was built, and as a result places like Palo Alto have become so rich that even doctors and lawyers can't afford to live there, to say nothing of people with average incomes or the poor. As a homeowner I'm sure it's in my economic interest to restrict supply, but as a citizen of Cambridge I think that would be disastrous. Happy to discuss this with anyone interested (particularly anyone who doesn't believe there's a relationship between the supply of housing and the price of housing, which is truly voodoo economics!). One of the most important ways to do that is to build new homes in our city and region. Increasing density is crucial to racial justice, environmental sustainability and quality of life. In 1950, Cambridge’s population was 120,000. Today, that is down to 110,000. Yet, allowing more people to live here is particularly important because we are within a 30-minute transit commute of over 250,000 jobs – better than 95% of the region. In other words, increased density would provide better access to economic opportunity, with less sprawl and car dependence. Because Cambridge’s housing supply is far below demand, the estimated monthly rent for an average apartment is now prohibitive for most – close to $3,000. But the City has many locations well-suited to growth, which could allow existing residents to stay, and new residents – at all income levels – to move in. In fact, ABC is fighting to ensure that Cambridge increase the actual *amount* of below market rate housing created, and not merely the *percentage* of such units in prospective developments. High percentages don’t mean much if new housing never happens. Finally, greater density helps keep Cambridge unique: more residents help support independent businesses and services, cultural initiatives and meaningful community life. For these reasons, ABC is proud to be part of the nation’s growing YIMBY (yes in my backyard) movement. *ABC’s Core Policies:* Because… 1. Expanding home supply relieves pressure on prices, leading to more affordable living. 2. Affordable living allows people of all backgrounds and income-levels to live close to one another, increasing economic opportunity for all, while allowing communities to thrive. 3. Increased density in Cambridge and other urban areas is key to overcoming the massive racial segregation and economic inequality perpetuated by 70+ years of suburban sprawl. 4. By preventing sprawl and pollution, increased density reduces our environmental impact. 5. Density supports walkable, transit-rich, and bike-able neighborhoods, freeing able-bodied residents from costly, unhealthy and traffic-producing car reliance (thus making travel easier for those who do need cars). 6. Greater concentrations of residents attract more businesses and services—increasing options, opportunities, and quality of life for all. We advocate for policies that… 1. Encourage building new homes in all of Cambridge’s neighborhoods, particularly along business corridors and near transit hubs, for people and families of all income levels. 2. Dear Jane’s Walkers past and future, We are planning our 11th annual Cambridge walk in honor of Jane Jacobs as a walking conversation to explore the current controversy about house tear-downs. Developers are demolishing older viable buildings – rather than rehabilitating them – which many feel is detrimental to both the environment and the character of existing neighborhoods throughout the city. Saturday, May 4, 10:00 – 11:30 a.m., with an informal lunch afterwards. Details to follow soon. Since the Taylor Square neighborhood – on either side of Sherman Street between Huron Avenue and Walden Street – has been particularly affected by this increasing trend, we will walk and look at Stearns, Fenno, and Winslow Streets, and Chetwynd Rd. as we contemplate and discuss this problem. Residents of this area will present past stories of the people who once lived there, speak about pending tear-down projects, and what we can do going forward. Exhibit: Trapped in the Middle Date: Mon - Thu, Apr 1 to Apr 25, 7:00am - 10:00pm Location: Friends of Japan Gallery, South Concourse, at Harvard CGIS, 1730 Cambridge Street, Cambridge, MA 02138 The Harvard Center for Government and International Studies (CGIS) is pleased to announce its April exhibit Trapped in the Middle: The Effect of Income Inequality on the Middle Class in America. Location: Friends of Japan Gallery, South Concourse, at Harvard CGIS, 1730 Cambridge Street, Cambridge, MA 02138 from April 1, 2019 to April 25, 2019. Hours: 7 AM – 10 PM, Monday – Friday. Co-sponsored by the Shorenstein Center on Media, Politics and Public Policy and the Malcolm Weiner Center for Social Policy at the Harvard Kennedy School. The photographs by Julian Fisher examine of the effects of income inequality in this country on the middle class in its present state of distress. Each of the metaphorical photographs conveys one or more of the conditions and challenges (housing, transportation, education, healthcare) currently confronting 85% of Americans living with incomes that have not measurably increased since 1980. Through his images, interviews and graphics drawing on current research, Fisher seeks to promote public discussion of the causes, costs, and possible ways of addressing these complex issues. Fisher studied photography at Yale with Walker Evans. His photographs have appeared in the New York Times, Time, Newsweek, Life, and The Atlantic. He subsequently pursued a medical degree and is a neurologist on the Harvard medical faculty, at the Beth Israel Deaconess Medical Center, Boston. He has returned to photojournalism for this project and is committed, as he says, to the “tradition of photographers putting a face to a problem” in an effort to see clearly and improve the situation.
