In all probably, given the roughly 10 million other things on the Council’s TUESDAY might agenda, we’ll approve the report’s incorporated Orders asking for some legal opinions from the City Solicitor and I do not think we will finalize anything but, from a parliamentarian standpoint, assuming we can get five votes to adopt some version of the proposed ordinance, we could finalize it on TUESDAY night. > > As things currently stand in this relatively uncharted territory, the Council is struggling to figure out a way to allow recreational marijuana sales (as required by state law) while ensuring the new sales programs do as much as possible to right the generational wrongs of the drug war and other systemic oppressions. The Cannabis Control Commission’s webpage notes that one goal is to “ensure that people from communities that have been disproportionately harmed by marijuana law enforcement are included in the new legal marijuana industry.” > > How to best accomplish that desire is not clear- some people would like to see current medical marijuana companies (RMDs) be forbidden from selling recreational marijuana for two years, theoretically allowing companies representing impacted communities to gain a solid toe-hold in this new and potentially lucrative business before the more established companies can compete with them with recreational cannabis. > > Others, myself included, see a better alternative than this two year moratorium via an accelerator fund created by established RMDs that is aimed specifically at providing assistance to challenged cannabis business entities in the form of grants for start up costs, business plans and so forth. For me, given that the state law specifically talks about how cannabis delivery and other low-level entry opportunities will be available to disadvantaged entities, having access to an essentially ‘strings free’ fund to access these business opportunities is a great equity extension. Further, there are people now representing disadvantaged communities who are paying rent on a store they cannot open until the City finalizes this Ordinance. And if existing RMDs cannot expand into recreational sales, something that has always been part of their business plan, I do not know that they will be able to maintain their existing levels of local employment. There are still details to be sorted out, of course, but if the recreational RMDs cannot move into recreational sales for two years after the Council passes this ordinance (whenever that is), I think the equity pool we worry about will be both delayed by possible legal challenges and constrained by lack of proposed grant funding. > > There are also related issues about what the Host Community Agreement can say, assuring the continued availability of medical marijuana in a field increasingly dominated by recreational sales and so forth. > > I didn’t vote for the ballot initiative legalizing recreational marijuana in Massachusetts but 71% of Cambridge voters did in 2016 the City Council has to make the state law work here. So it is not a question of saying “no” to anything. It’s a question of how to get the best, most equitable result possible. I encourage you to read the committee report to learn more about this complicated issue. > > A related issue on the Council’s agenda is a proposal for the Council to get a specific budget line item to be spent on outside legal opinions. One of the reasons it is taking so long to work through our Cannabis Business Permitting ordinance is that Councilors keep having legal questions which require a formal request from the City solicitor to answer. This can result in delays of weeks between meetings as the Council waits for an answer. Having the ability to go to outside Council for a faster response could help us move quicker on these challenging issues. > > Another challenge in this discussion, not of the Council’s making, is that the Massachusetts Open Meeting Law (OML) forbids Councilors to talk in private once they’ve reached a quorum. Because the Ordinance Committee is both a committee of the whole (all nine of us are on it) and has a quorum of three, that means Councilors can only speak to one other Councilor about this issue between meetings. It is state law and we are very good about following it, but it can make it very difficult to address complex issues when you have to do almost all of it in a meeting that can easily last 4 or 5 hours. > > Anyway, if you’d like to come talk about this Council issue at City Council, you can sign up by phone between 9 AM and 3 PM on TUESDAY (the agenda weighed in at 18 pounds and was so big that the City missed the posting deadline needed for a Monday meeting, but everything else is the same) at 617-349-4280 or on line via this link and in person from 5-6 PM at the Sullivan Chambers at City Hall. Tomorrow: Cambridge Heat Mapping - Need Volunteers for Monday, July 29th

Heat Mapping Poject - Need Volunteers WE NEED VOLUNTEERS FOR THIS COMING MONDAY, JULY 29TH! The City of Cambridge is collaborating with the Museum of Science, Town of Brookline, and City of Boston on a citizens science urban heat project this summer. We have scheduled Monday, July 29th as the day to collect temperature and humidity data along two routes in Cambridge and we are short of volunteers. There are two routes in Cambridge, one to the west of Harvard Square and one to the east. Each route takes about 1 hour to drive. We have cars. The Museum of Science will provide sensors to mount on the cars to collect the data. Specifically, we need navigators for the 3:00-4:00 pm slot for the west side route and for the 6:00-7:00 am and 3:00-4:00 pm slots for the east side route. If you are able to help, please contact Sara Benson at the Museum of Science at sbenson(a)mos.org or John Bolduc at the Community Development Department, jbolduc(a)cambridgema.gov, 617-349-4628. We understand it's the workday and not possible for many people. This data will help in 3 ways: corroborate the satellite data the City has used to map urban heat islands; provide higher resolutions readings of temperature and humidity; and provide evening temperatures that we don't currently have. The data will be used in the City's Climate Change Preparedness and Resilience Plan. For more information about this initiative, see the Museum’s Wicked Hot Boston blog post. The City of Cambridge is collaborating with the Museum of Science, Town of Brookline, and City of Boston on a citizens science urban heat project this summer. We have scheduled Monday, July 29th as the day to collect temperature and humidity data along two routes in Cambridge and we are short of volunteers. >> >> There are two routes in Cambridge, one to the west of Harvard Square and one to the east. Each route takes about 1 hour to drive. We have cars. The Museum of Science will provide sensors to mount on the cars to collect the data. >> >> Specifically, we need navigators for the 3:00-4:00 pm slot for the west side route and for the 6:00-7:00 am and 3:00-4:00 pm slots for the east side route.
