Assuming change is good, I would like to know if any of you are interested, or can suggest someone both knowledgeable and interested in doing a better job of providing affordable housing in Cambridge. I am mindful of the quote I heard lately, “In order to have affordable housing, you have to build affordable housing”. Peter Daly is the current Chair of the Cambridge Affordable Housing Trust and heads an affordable housing development company (HRI) that also furnishes money to others. In short they are keeping every affordable housing related solution “in house” for other developers. In my view, Louis DePasquale should NOT to renew anyone whose term expired before 2020. In some cases they have had terms that already been renewed well over a decade and the situation has gotten worse. We should be replacing: Daly, Schlesinger, Stockard, Thorne, and Tibbs. By NOT renewing everyone now on the Trust, the city also would be able to bring far more diversity and equity to this group and add people with different professional backgrounds. (Note too three of the current members are from Porter Square (Noyes, Schlesinger, and Stockard) which means East Cambridge, Cambridge Highlands, the Port, Fresh Pond, Mid-Cambridge and Riverside etc. are not represented. The agenda indicates we will discuss recommendations and no further meetings have been discussed. (The previously scheduled CRZTF meeting had been cancelled because of the snow postponement of a city council meeting.) I am incredibly disappointed with the whole 2+ year process. While most people who take science seriously realize there is a climate crisis that needs strong action immediately to avoid future disaster, the City Manager invited so many stakeholders to the task force (and each got their chance to whine about the possible difficulties that each suggested measure might have on their special interest) that we'll end up with a bunch of suggestions but few requirements. So much for Cambridge as being environmentally progressive. The City plan seems to be to forget about nature's 4 billion years of resiliency evolution and to use engineered fortification instead. How about any discussion about heat resiliency beyond the Cool Factor distraction? In the case of power outages from increased storms from climate change, increased insulation helps maintain interior temperatures to safe and tolerable levels for longer. The Planning Board has talked about setting maximum glass areas which are all the rage in design, but think greenhouse heating in summer, and glass isn't a good insulator. And maybe for south and west facing windows, there should be a requirement for restricting direct mid-day sun from reaching the windows, using awnings or roofing structures, for example. Note that windows reflect solar heat rays to street level. If the sun is allowed to heat buildings in the summer, more air conditioning will be required, which causes more local heating. Air conditioners are also less efficient as temperatures rise, so they will be working harder, adding to the local heat. None of this has been discussed, as we kept discussing how the City's consultant kept putting the wrong incentives when trying to convert an established Green Factor (such as was recently approved in Somerville zoning) into a Cool Factor, which tries to mix things like reflective pavement into the mix with trees. Long stretches of property lines should have articulated setbacks, say every 50 to 100 feet or so, to allow the branches of street trees to grow. There are plenty of other things we could have discussed, but we're caught up in Cool Factor, which has no minimum requirements, just options. As a result, some housing experts predict that new construction in 2021 will need to meet the extra space requirements many are seeking, including additional rooms and outdoor space. But the focus on larger housing during the pandemic should not derail the momentum in smaller home construction of the past half-decade. Indeed, demand for smaller homes, which tend to be more modestly priced, remains strong.In recent years, many of the nation’s largest homebuilders have recognized the rising demand for more modest-cost housing options, frequently emphasizing “entry-level” or “lower-market” housing in their annual financial documents. According to our analysis of 10-Ks filed in 2019 (which provide an overview of a company’s financial conditions), at least four of the nation’s 10 largest builders in 2019 acknowledged the growing and persistent demand for lower-cost housing. In its 2019 annual report, the nation’s eighth largest homebuilder, Century Communities, noted that the ”anticipated increased demand for more affordable homes due to generational shifts, changing demographics and other factors” has led to their increased “focus on offering more affordable housing options in our markets.” The fundamentals underlying this demand for more affordable homes have not changed during the pandemic.In response to high demand for more moderate-cost housing, several of these builders increased their production of units targeting entry-level buyers. For example, the nation’s largest homebuilder, D.R. Horton, reported a substantial increase in the share of home closings for their Express Homes (entry-level housing for buyers focused on affordability), from about 15 percent in 2015 to 35 percent in 2019. These homes are often under 2,000 square feet, and typically cost between $200,000 and $400,000. In contrast, the company’s luxury offerings can be as large as 4,500 square feet and cost well above $400,000.Likewise, first-time buyers represented 29 percent of PulteGroup’s home closings in 2019, consistent with the company’s stated goal of expanding its affordable business. And Meritage Homes began its 2019 letter to shareholders noting its strategy to “focus exclusively on the entry-level and first move-up markets.” To that end, 47 percent of its communities were entry level in 2019, up from 29 percent in 2017.The emphasis on modest-cost housing construction is backed up by national statistics. According to our latest State of the Nation’s Housing report, the number of small home completions (single-family homes under 1,800 square feet) rose for the fifth straight year in 2019, including a 13 percent uptick that year. In total, there were 217,000 single-family completions under 1,800 square feet, representing about one-quarter of new construction (Figure 1). However, small home construction is still well below levels from prior decades. In 1999, 473,000 small units were completed, fully 37 percent of all single-family homes. Figure 1: After a Sharp Drop-off During the Great Recession, Construction of Smaller, More Affordable Homes Continued to Rebound in 2019 Note: Median square footage for 2020 is an average of the first two quarters.Source: JCHS tabulations of US Census Bureau, New Residential Construction data.Indeed, despite the recent uptick in small homes, the median square footage of newly completed single-family homes increased 24 percent between 1989 and 2019, even as the number of people per household declined somewhat over the same period. This has left many homeowners with an extra bedroom that can be used for office space, exercise, or schooling. Indeed, 61 percent of homeowners with five or fewer people (accounting for 96 percent of all homeowners) have more bedrooms than people, including 27 percent with two or more extra bedrooms. This could suggest that a majority of homeowners already had at least some of the extra space necessary to manage increased hours working from home, leading to likely increases in home office remodeling and other renovations. What’s lacking are more affordable homes which are often smaller.The COVID-19 pandemic has shined a light on the importance of adequate housing, including the crucial function of private indoor and outdoor space. But demand for larger housing should not detract from the need to build diverse housing units that are more affordable to potential buyers, including entry-level and lower-market homes. Single/Two-Family Zoning discussed- PSNA meeting Thursday, Feb 18, 7 pm

The council is starting to discuss whether we should consider changing our zoning citywide, which currently includes some single family only zones, (including much of Avon Hill) and 2-family only zones (including other parts of Avon Hill and some of the area around Porter Square). The idea of changing that part of our zoning, which restricts some areas in terms of how many units can be on a lot, started to be discussed the last couple of years by both advocates and residents. Cities around the country have started to strip away the single and two family ONLY zoning, starting with Minneapolis and the state of Oregon essentially up-zoned state-wide to move away from single family zoning. While Cambridge is unique and does not necessarily share the same qualities as the cities that have moved forward so far, it seems like a good time for a conversation about whether a zoning change would address some of the housing segregation and affordability issues here. That is why the council las t December unanimously passed an order that Councillors McGovern, SobrinhoWheeler, Simmons and I submitted to discuss this idea . That meeting will be Wednesday FEb. 17 at 2 pm. I would love to hear from PSNA and talk about the idea of how we might approach this zoning change. I note there is a specific proposal for a citywide zoning change - referred to as the MIssing MIddle. That petition includes zoning language. I, and the whole council, support the idea of a citywide zoning change - but we do not have specific language to propose yet since we wanted to have community input and uncover what things to consider before drafting zoning language. I am happy to answer questions about anything else also.
