FW: resolution for traffic study at Mass Ave/Upland

This order was filed after Marc McGovern met with a number of the neighbors at my house a week ago. Ruth From: Marc McGovern <marcmcgovern@gmail.com> Date: Thursday, May 15, 2014 4:59 PM To: Ruth Ryals <rryals@comcast.net> Subject: Fwd: resolution for next meeting Hi Ruth, I filed the following Policy Order which will be on the Council Agenda for Monday night. People can come and speak in support by either calling the City Council office at 617-349-4280 on Monday between 9 am and 3 pm or by coming to the meeting at 5:30 and signing up there. If you call in, you will need to give them your name, address and what Policy Order number you are speaking on (I don't know what number this order is yet). Whereas: The intersection of Mass Ave. and Upland Rd. is often congested due in part to even a single car having difficulty turning into what is now the Gourmet Express parking lot from Upland Rd. and Whereas: The parking lot to Gourmet Express currently has a curb cut on both Upland Rd. and Mass Ave. allowing two options for entering/exiting and Whereas: Gourmet Express will soon be replaced by a residential housing development and Whereas: The City Council recently approved a plan to eliminate the Mass Ave. curb cut at this location, leaving only the Upland Rd. curb cut and one option for entering/exiting this location and Whereas: This change will potentially cause an already congested intersection to be even more congested, therefore be it resolved that Ordered: The City Manager is hereby requested to work with the Traffic Department and any other appropriate City Departments, the developer of 1868 Mass Ave and neighborhood residents regarding the congested intersection at Massachusetts Ave and Upland Rd. and report back to the City Council with recommendations of ways to relieve the congestion in this area. This study should include, but not be limited to: ways to limit gridlock caused by even a single car entering or exiting the curb cut on Upland Rd. and potentially blocking traffic both ways on Upland Rd., possible new signage, including a stop sign at Richdale/Upland Rd. intersection, extending the right turn lane from Upland Rd. onto Mass Ave, allowing right turn after stopping in that right lane of Upland Rd., re-timing or repositioning of traffic lights at this intersection and the Upland Rd. /Mass Ave intersection, and painting "Don't Block the Box" on Upland Rd in front of the curb cut at 1868 Mass Ave property.
